You cannot run a script on the users machine, but the way to do what it sounds like you want to do, which is present a specific screen to the user regardless of where they are trying to go - is to setup a transparent proxy server (Squid is a good product www.squid-cache.org) - then have your radius configuration assign them an IP address which is handled by the proxy or change their remote gateway to push them through the proxy which will then trap their web requests and mangle them in pretty much anyway you need.
