Setting this to VSA fixed similar problems for me.

You'll want bigger, if anything. Is your server responding within 10 
seconds? The various RADIUS debug commands on the TNT can provide 
good insight into what's actually happening.

Ascend recommends using an Ethernet card for 'heavy' traffic, as 
otherwise the shelf controller's processor has to handle the load. 
I'd suggest that you probably need a card once you're using a 
significant percentage of a 10 mbps Ethernet pipe.
