We're using Pipe75 routers are remote locations dialing back to a MAX 4002.
The calls are initiated by the MAX calling the P75, sending CHAP password,
P75 hangs up and dials back the number for the MAX. Authentication is
complete and the line stays up for the session, with a 20 minute timeout.
There's currently 4 remote sites, two international, two domestic US. This
happens on all of them (even traced it to happening when the MAX called a
prototype system in our lab)

The tricky part is that it once one call gets caught in this "hang," other
calls go just fine. If there's no sessions, I start one to site A. It
hangs. Site B C and D goes up fine. If I start with B, then A C & D go
fine. It's whichever one is first. Our logs go back 8 months, and on the
day we turned syslog on, it happened. Happens more now as there's 4 times
as many sessions.

It's kind of an irritating little bugger.
