If by "ISDN call" you mean a digital call, no, you can't do that
from Immediate Modem (ie, telnet to port 5000). Immediate Modem
is an asynchronous service. There is no framing, etc. which is
required for digital calls.

The specific AT commands supported depend on the modem card and the
specific code release. Don't know where to obtain that info though
other than asking Lucent's TAC.
