Normally the Max sends a "NAK" during the ppp handshake and suggests an ip
address from the pool. If the client refuses to take this ("NAK" again but
this time from client to server), the connection will be terminated
("TermREQ") from the Max. Several implementations try to send their own ip
address but the routers override this. It would be very ugly to always
refue them to connect.
