Also, the TNT might report the same thing.  Are users getting IP's from a
TNT pool or external authenticator?  If you have a sniffer, you might see a
correct output for SM for your users.

Are you seeing this in "winipcfg" or "ipconfig"?  Those are false readings.
You will always see the default SM based on the 1st octet of the ip address.
