The message will only get displayed in the "Terminal windows after dial"
screen.
If the user is doing just PPP, the message will never be seen by the user.
An approach some people take, is to put a filter on the user if they have
not paid their bill, so that no matter which web site they try to get to, it
will display the same "Pay bill please" web page.
