Ok James,

I'm sending my dictionary file with Redback ATTRIBUTES included.
Navis 1.3A support VSA, but these configuration must be did in a file 
named vendors where you can make a map between Standard RADIUS Values 
and Specific-Vendors Value, I'm sending this file for you too.
To finish the configuration we need to put in clients file the vendor 
type with the word (NAS) after... Like in the following example:

Clients file:
#IP address               Secret            Type
10.10.10.1                nascrt            type=Ascend:NAS
10.10.10.2                redback           type=Redback:NAS
