[Ascend] (ASCEND) Net/E1 interface not available

I have a max 4000 with 4 E1. In Main Edit Menu there are:

00-000 System
10-000 Net/E1
20-000 Net/E1
..

in 10-000 I can activate two lines, but in 20-000 i read \"Message #131 - 
Interface not available on unit\".
So my costumer can use only 2 E1 instead of 4 E1.
Software version is 6.1.3.
