Verified that this username/password are valid in RADIUS by diaing in with a
windows XP box using dial-up networking. 

Had user type in username and password over and over, still getting this
error in syslog.

Tried added a 2 and manually setting the password in radius via the Password
= "" directive.

Radius is saying: Apr  1 04:12:02 rad2 radiusd[203]:
