On TAOS 7.2.3 it is 

external-auth/rad-auth-client/auth-reset-time in seconds

If it flips to a non-primary RADIUS server it will retry the primary server after this time interval. I know it works on MAXs, not sure about TNT since we switch it off (0). Default is supposedly 0.
