Heribert,

We had this problem once before.  Oddly enough, it was a
faulty modem card.  This happened for all users that
the TNT attempted to assign to a particular modem card.

Many told me that it had to do with having too many
outstanding Radius messages, but I found that had nothing
to do with it.

Watch your logs and see if it's always the same modem.  We
ended up sending ours back to Lucent and it has not been
an issue since.
