You can do this in radius as well.  For a /30 (2 useable IPs):

joeuser         Auth-Type = System
                Service-Type = Framed-User
                Framed-Protocol=PPP
                Framed-IP-Address=first.ip.address
                Framed-IP-Netmask=255.255.255.252
