John,

Your Quux company should not send your resume and propose you to any
company without your approval.  In addition, normally, Quux should ask
if you have been submitted to anyone and who those companies are so they
don't send your stuff to them.

In my experience as an independent contractor the above seems to be the
rule.  Your Quux company operates in a non-standard manner.
