Plenum cable uses a teflon jacket rather than the standard PVC 
(polyvinyl chloride) found in regular cable.  The theory is, if a fire 
starts (which is more likely in the plenum area [above ceiling tiles] ), 
plenum cable doesn't release the toxic chlorine gas the way PVC does 
when it burns.
