Actually, `/sbin/service sshd start` *ought* to initialize the keys properly and start sshd (and is in fact the system's way of starting sshd at boot time, too). The RPM should have come with a SysV script (/etc/rc.d/init.d/sshd, probably), which the 'service' command executes. Or something.
