If your init scripts are "network" and "pcmcia", simply rename network to something like "zzz.network" to have it start last. Note here that "Linux" does not start PCMCIA or networking. Your Linux based operating system does that. Without knowing which OS you are using, it is impossible to give exact instructions. Your system may use an entirely different init scheme.
