You don't have to log in to vote, and you can vote multiple times in a row; just clean out your cookies. I'm going to look into stealing the "devotee" software from the Debian voting system. It uses a variant of the Condorcet voting system that prevents loops and other unpleasentness. The bonus is that it's email based and can optionally use OpenPG signatures.
