Well, actually you don't have to report it unless the damage is over
$1000.

They did exchange information and everything. 

The cop would have done the same thing (but got a little more info) but
he can't verify the insurance information.

Pretty much always report an accident unless it was a bumper scratch.

Its called a crime.
