As a Home Business user, all I can say is it's not worth it.  I've been on their business class service for over a year.  The statics are nice but I've had more stupid outtages on business class than I ever remember having on their residential line.  I'm switching back in September.  Dynamic IP's aren't so bad, just use dynamic DNS - www.dyndns.org has free dynmaic DNS services.
