I've checked and used a bunch of coffee shop and restaurant free hotspots after hours just by parking my van in the parking lot. None I've checked or heard of turn off the WiFi after hours. One reason may be that most units have no way other than power off and being off that long makes the router forget its special SSID and other settings for that provider (eg, most SurfThing cases).
