Audacity (http://audacity.sourceforge.net/) does a nice job for basic
editing. I think the beta 2.0 version can do more than 2 tracks if your
needs are more sophisticated. I use it for cleaning up and editing .mp3
files so my experience is pretty basic.

A while back Linux Journal had an issue devoted to audio including an
article on setting up a home studio,
