What is the IP address path for the traffic: I'm not very good at this but does your network look something like this? Public_IP_Address => Modem => 192.168.0.* => Upstairs Router => 192.168.1.* => Linux_machine_IP You may have multiple NAT devices changing the IP address and you would have to configure each one to forward the traffic.
