It makes one wonder whether a significant chunk of that $500 Million might 
end up in the pockets of very expensive consultants, some perhaps donated 
back to cooperative politicians as campaign contributions, and not actually 
be applied to the announced goal of the project.

Good thing that sort of mischief only happens in the movies, and not 
actually in "real life"...
