This is probably the easiest way, but I don't think you'll be able to 
restrict the number of lines to 10--unless all accounts using the 10 
lines get their IP address from a dedicated 10-address pool.

VRouters would provide more flexibility, but they are not available 
on the 4000 series. VRouters would allow you to assign lines to a 
VRouter, and then let the virtual ISP manage the entire VRouter 
themselves, as they see fit. If that's what you want. Download the 
docs for a newer router and read up on VRouters to see what's 
possible.

I don't know if one can assign RADIUS servers per VRouter. If not, 
you'd still need to use a RADIUS proxy in addition to VRouters.
