You don't say if you're using SQL or not, I'll assume you are.

Are you specifying Ascend-Maximum-Channels in the USER attributes?
Normally, RadiusNT uses RadGetATConfigs, but checks first for RadGetConfigs.
If RadGetConfigs returns anything, then RadGetATConfigs will never be
called.  I've gotten around this in the past by rewriting RadGetConfigs to
do a UNION.  I'd share the code, but I don't remember exactly what I did,
and no longer have access to those servers.
