If you are using NAT then you have to setup a port forward as otherwise by
default NAT doesn't allow any inbound connections to the WAN IP:

Ethernet > NAT > NAT > Static Mappings > Static Map xx >

  Dst Port #=23
  Protocol=TCP
  Loc Port #=23
  Loc Adrs=192.168.121.254 <--- private LAN address of the router
