I don't believe that MRTG would be usefull for monitoring T1 status.  For
that, you'd need to write (or maybe one already exists) a probe/monitor for
Netsaint, BB4, or whatever.

A better way, would be to configure snmptrapd, then have your monitoring
software check the logs for UP/DOWN status changes.

Hrrm...  sounds like a good project if I get bored enough.
