Jack,
The solution is to use vrouters.
Create one vrouter for your "limited" users and assign
the users to this vrouter. You will need to assign one
of the ethernet ports to this vrouter as well because
ethernet ports can not be shared between vrouters.

Let the regular users use the main or default vrouter
and the two shall never mix inside your TNT. It is very
easy.

Assign the vrouter to users with the Ascend-Vrouter-Name
RADIUS attribute, or if you use local profiles, with the
"vrouter" parameter in the CONNECTION profile. You only
need to do anything special for the "limited" users since
the default is the main vrouter anyway.
