Sounds like a timing issue that you are describing
and it sounds like the Telco is resynching the lines from
their side when they bounce the trunk.
Might be worth a check in the Net/T1 area if this is line 1
on the max. Check under Line Config, Factory, Line 1...,
Check the clock source=   If set to Yes, then the Telco is
providing the clocking. If set to no then your upstream or
your CSU is providing the clocking which may be a problem.
While there you might as well check
to make sure the line encoding is what the Telco has set
on their side [ie. D4 or ESF].

If you can check your syslog or set up one to 
monitor line activity on this max, it will show 
line errors if they are ocurring no matter whose
side they eminate from.

The Telco 'can' set up your Channelized T1 service such
that the trunk answers calls by channel in sequential
order. As time goes on you will see this gets out of
sequence as channels are dialed into and used but the next
channel in sequential order should be the one dialed into.
[ie. channel 1,2,3,4 busy, channel 5 picks up the next call]

If you were to reset the max you should see 
channel 1 as the first channel dialed into.
Usually we test something like this in the very
early morning hours where dialup is nil or minimal.
Dial in 1x, Hangup and the 2nd channel to pick up should be channel 2
and so on from there. This is how you can test to make sure
all 24 channels are operational. If you have a good rep at the
telco and explain the overall situation, you might even have
them test like this from their side. Iniitially we do something
like this with a new Ch T1 to make sure all channels operate
before we sign off on it and make it customer available.

Using a syslog during this testing can show you exactly the
channel and port on the modem card that is being dialed into.
