It's been nearly 6 years since I've had the (dis)pleasure of working with a
CT1, but here's what I remember:

As indicated by your telco, set your channelized T1 to Inband, wink-start,
ESF, B8ZS.  At this point, all 24 channels are up and in an idle state.
You're seeing when a call comes in, but the other side is recieving an 'all
circuits busy' message, which at this point, is being generated by your Max
because it doesn't know what to do with the call.

What you need to do, is to go through and make your slot assignments for
each channel of the T1s to route the calls to an appropriate modem.  If you
have 16-mod modems, then you'll assign the first 16 channels to slot 3, the
next 8 to slot 4.  On the second T1, assign the first 8 channels to slot 4
and the last 16 channels to slot 5.

AFAIK, only with ISDN/PRI can you leave the slot assignmentes to slot 0 for
automatic call routing based on call type (analog or ISDN).
